It's a bit late but...for anyone who finds this .
I've been working on the same question and here's what I've found so far. I've found a few areas where the "Product Datasheet" documentation, vs. the "Admin guide" installation documentation vs the "Solarwinds Website product requirements table" (The main jump off/info/download prduct page) are slightly different, so I'm assuming if I see it's supported only in 1 place that it IS supported and the others were not updated. I'm also looking ONLY at the latest version.
Is SQL 2012 SP1 supported? NO? Only lists 2012, no SP1 ?

I'm going to specificaly post asking just about SAM + IPAM. Since it's a "module/plugin?" to NPM I'm betting SP1 works with it and it's just not explicitly tested and/or officially supported.
