You have the wrong path. Try this:

C:\Program Files (x86)\SolarWinds\Orion\SyslogService.exe.config

To change the listening port, you need to search for and edit this line:

<add key="UDPListenPort" value="514"/>

Stop the service, edit the file, restart the service and then check your new binding via netstat -abo in command prompt.
