E-Mail templates for CC: and BCC: addresses

When a ticket is created/updated and an E-Mail notification sent, then the client receives it correctly in the form of the custom defined template, however all CC: and BCC: addresses only receive the ticket part of the E-Mail without any header (containing tags, text, images as defined in the template).

 

Is this expected, or is there a different template / setting required for these addresses to also receive the complete message ?
